Who We Are
The mission of Rule of Law Empowerment (ROLE) is to uphold and champion the internationally recognized principles of the rule of law: ensuring that all individuals, institutions, and States are accountable to publicly promulgated, equally enforced, and independently adjudicated laws consistent with international human rights standards.
Founded by former judges of the European Court of Human Rights, distinguished legal experts and experienced practitioners from Europe and USA, ROLE leverages its unique expertise and networks to strengthen legal institutions, train legal professionals, and promote transparent legislative and judicial processes. With a particular focus on new democracies in Europe and Central Asia, ROLE promotes and facilitates collaborative cross-regional approaches to tackling shared challenges and building robust, independent legal systems that guarantee justice for all.
ROLE implements its mission through a diverse range of activities, including advocacy, research and reporting, support to rule of law, anti-corruption and human rights organizations, human rights defenders, and legal practitioners, as well as advisory work on legal reforms and strategic litigation aimed at advancing the protection of human rights and the rule of law. The organization also provides continuing legal education in both substantive law and practical skills, and offers direct representation in strategic litigation and alternative dispute resolution.

What We Do
ROLE promotes the rule of law and human rights across Europe and Central Asia through research, monitoring, advocacy, and legal action, holding authorities accountable, protecting vulnerable populations, and supporting the development of rule of law focused legal systems.
ROLE provides human rights NGOs, lawyers, and defenders in Europe and Central Asia with strategic advice, pro bono consultations, and representation, while facilitating partnerships and multilingual support to strengthen their work and protection.
ROLE provides individuals, human rights organizations, and lawyers with confidential legal consultations and mentoring to navigate international human rights law, including guidance on complaint drafting and submissions to judicial and quasi-judicial bodies
ROLE provides strategic litigation and third-party interventions before international adjudicatory bodies, supporting human rights victims in Europe and Central Asia through expert legal
ROLE’s educational programs equip legal professionals in Europe and Central Asia with the skills to litigate effectively and ensure the enforcement of judicial decisions.
